Partial-Birth Abortion Ban Update . . .Missouri’s Governor Carnahan has vetoed the Partial-Birth Abortion Ban, HB 427, also called the “Infanticide” bill. This bill protects the life of the "born, partially born or aborted live" babies. The Missouri General Assembly will attempt to override the Governor’s veto during the Veto Session, September 15, 1999. Pro-life Missourians have less then eight weeks to contact their state senator and representative to encourage them to vote to override Governor Carnahan’s veto of HB 427. Boy Scout Handbook . . .The Boy Scout Handbook (revised in 1998 for the first time since 1990) not only includes traditional information on camping and survival skills, but also includes information and guidance about choices young men will face. The Handbook includes a new section – PERSONAL DEVELOPMENT:PREPARED FOR LIFE – which encourages boys: 1) to avoid using drugs, alcohol, and tobacco; 2) to prepare for responsible parenthood; and 3) to be sexually abstinent until marriage. Quoting from The Handbook, “Abstinence until marriage is a very wise course of action. … An understanding of wholesome sexual behavior can bring lifelong happiness.” According to the Boy Scouts of America (BSA), a recent study found that three-fourths or more of Boy Scouts believe the Boy Scout program teaches them right from wrong, helps them feel more self-confident and provides them with new skills. [The Institute for Youth Development, July/August 99, Box 16560, Washington, D.C. 20041, 703/471-8750]“Homosexual & Lesbian Pride” Celebrations . . .In June, homosexuals and lesbians celebrated the 30th anniversary of the Stonewall Uprising, which was the birth of the modern homosexual and lesbian civil rights movement. On June 11, 1999, President Clinton made history by proclaiming June as “Gay and Lesbian Pride Month.” In that proclamation, President lauded the Stonewall riots, calling the militant homosexuals a “courageous group of citizens.” The historical facts about the Stonewall Uprising are less noble: The New York police were enforcing a citation against the Stonewall Inn for selling liquor without a license when they were attacked with rocks, bottles, and garbage can lids by a mob of militant homosexuals – “courageous” according to Clinton. [Culture Facts, 6/30/99] In Kansas City, homosexuals and lesbians celebrated Stonewall on June 12, 1999 with their annual “Pride Fest,” held downtown at 13th and Central. A number of corporations sponsored the KC “Pride Fest,” event and/or offered their services to “Pride Fest.” Sponsors were listed on page 47 and service providers were thanked on page 46 of the “Pride Fest 1999” Directory. [KC “Pride Fest 1999” Directory]Hepatitis B Vaccine Update . . .On July 9, 1999 the U.S. Public Health Service (PHS) and the American Academy of Pediatrics (AAP) issued a joint statement canceling their previous universal recommendation that newborns be vaccinated with the Hepatitis B vaccine while still in the hospital. PHS and AAP now recommend that the Hepatitis B vaccine be given only to newborns whose mothers have Hepatitis B. They further recommend that premature babies not be vaccinated with Hepatitis B vaccine until they weigh at least 5.5 pounds and, that infants be given the Hepatitis B vaccine after the infant is 2-6 months of age. The Hepatitis B vaccine received widespread publicity when ABC’s 20/20 aired a segment about the reported damage caused by the Hepatitis B vaccine. [NEWS & NOTES, 7/16/99]Pedophilia Study Condemned . . .On July 12, 1999, the U.S. House of Representatives passed House Concurrent Resolution (H.Con.Res) 107, by a vote of 355-0, expressing the sense of Congress in rejecting the pro-pedophilia conclusions of a recent article published by the American Psychological Association (APA). The article, “A Meta-Analytical Examination of Assumed Properties of Child Sexual Abuse Using College Samples” was printed in the APA’s Psychological Bulletin in July, 1998. The article suggests that sexual relationships between adults and children are less harmful than believed and may even be positive if the child consents. “The overwhelming passage of H.Con.Res 107 is a huge pro-family victory, and sends a clear message to pedophiles and those who advocate for them that Congress is committed to ensuring the safety of our families and our children.” [FRC Legislative Hotline, 7/16/99] According to the Executive Director of Coalition Against Pornography (CAP-KC), “The American Psychological Association has finally responded to the charges that they condone child molestation.” Dr. Raymond Fowler, Chief Executive Office of the APA, has admitted the APA made a mistake in publishing the above study that could place children at risk by influencing judges, legislators, psychologists, and the public at large. In a letter to House Majority Whip, Tom DeLay, Dr. Fowler stated that the APA “failed to evaluate the article based on its potential for misinforming the public policy process.
